Google picks the three on a mix of proximity (how close you are to the searcher), relevance (how well you match the search) and prominence (how known and trusted you are). Proximity you can't change. Relevance and prominence are entirely yours, and that's where the pack is won.
Relevance comes from your Google Business Profile: the right primary category, your services, an accurate description. Prominence comes from your reviews, mentions across the web, links, and business info that matches everywhere Google finds you.
Your profile does most of the work
If you do one thing, make your Google Business Profile complete and active. It's the biggest single lever for the pack, and most of your competitors have half-filled theirs, that gap is your opening. When two businesses are equally close and relevant, reviews and consistent information are the tiebreaker.
Search your top service plus your town. Are you in the pack, further down the map, or nowhere? That's your starting line, and it tells you exactly how much ground you have to make up.
